The screen pops up with several options. Under language, click the link to Change Input Methods. It was there on my task bar for a while before i recognized the fact. Have you seen anything different? Microsoft changes things sometimes, so it's important to note the full version of Windows in the advice. Windows 10 probably shows a panel with Date and time at the top.
